Answer: 
Tool steels as this one come from the mill soft with standard mill surface hardness. This type of tool steel can be heat treated to a hardness of 67RC (Rockwell C Scale). With subsequent tempering, using different temperatures will allow lower finished hardnesses with more stable structures.
