The water runs on an outside wall in the basement wall and has frozen / burst in the past. The water has been turned off at the cutoff value but I feel the water needs to be drained from the line.

Answer: 
How do you bleed the water line for an outside faucet with a Woodford frost free? A frost free faucet doesn't require to be bled is has an expansion valve for freeze protection. For protection against frozen/burst install a valve indoors to the outside faucet and use it as the positive shut-off before the outside faucet keep both valves closed after all of the water is relief out of the pipe between them.
