The specs list the adjustable range at 10 to 60 psi. It also lists the max pressure at 300 psi. Am I correct that an inlet pressure up to 300 psi can be regulated to the 10 to 60 psi range? I want to use it to precisely regulate RV park water pressure to within that range.

You are correct, this item can take up to 300 psi on the inlet, and give an outlet regulation of between 10-60 psi.
