I am having problems with inconsistent power, will this unit if plugged into the battery section, provide consistent power even if the power from the wall fluctuates? I am not worried about power outages I need to keep the voltage drops from effecting my computer.

Answer: 
The 1AYA4 is a line interactive unit and therefore has voltage regulation. The manufacturer states: "Built-in Automatic Voltage Regulation (AVR) boosts brownouts as low as 83 and reduces overvoltages up to 147 back to usable 120V nominal levels." PC's are one of the suggested types of equipment that may benefit from the use of this product.
