does this mean that it has a thermocouple or a means to turn unit on and off where as it is not heating continuosly? if so at what temperature is it activated?

Answer: 
Self Regulating means that it will automatically turn on and off according to the surrounding temperatures, it accomplishes this by the design of the inner wrap of the cable.
