I understand it's a spray paint, but what does it actually do? Does it obliterate anything it touches? Or does it just paint? If so, why not call it tan spray paint?

Answer: 
It is a compound that will cover up any color, and you can repaint over it with any color. It is made to prevent any old color bleed through.
