I recently replaced all elements, double check wiring. Replaced thermostat and transformer. I then double checked voltage on all three legs to insure 208 volts. But can't get unit to activate. I also check lugs on transformer and discovered no voltage on load side, even after replacing transformer. All fuses are good. Could you suggest something I may be missing.
