Grainger has contacted the supplier regarding your question and has been advised of the following:

"There is no known National Electric Code (NEC) requirement for a minimum installation height for the power inlet boxes. The End-User is responsible for checking with the local Electrical codes and the Authority Having Jurisdiction."
