Answer: 
The static phase converters work by generating a third leg for start up. The third leg is dropped out after start up. The result is a loss in 1/3 of the motors' horsepower rating. Compressors can work with the static phase converters. There are other needs to take into consideration however; changing pulley ratios can potentially address some of the issues.
