I will have a hole about 3/4" in diameter and wish to insert a 1/4" sleeve and secure with the epoxy.

It can be used for your application. Some experienced epoxy users prevent sag by supporting a location with wax paper on thin foam to prevent drip out. It also can be considered to be used in two step process. The first is to seal the cavity. The 2nd to fill and complete it.
