Rated 1 out of 5 by These sleeves are too small for the fluorescent tubes. They come with the end caps but they will not connect to the plastic tubes when you put the bulbs in them. If a lamp were to break the glass would still shatter all over the place and you'll be breathing in the powder from the bulbs which they are supposed to prevent you from doing. I purchased them a while back and finally had a chance to use them but they are useless. They probably need to try them before they put them on the market or QC them to make sure they are the correct size. I had purchased the 4' and 8' sleeves for nothing and they ain't cheap. Yes, this product is photoluminescent and will glow in the dark when the lights within the sleeves go out; according to the manufacturer.
