Answer: 
According to the manufacturer, this fixture has a short mounting arm with an adjustable knuckle and 1/2" NPT thread that will screw into a junction box. The fixture is therefore adjustable up/down and side/side.

According to the manufacturer, the fixture head is adjustable up and down, however the lamps within the head are in a fixed location.
