Answer: 
The Time Delay for this Vacancy sensor is Self-Adjusting. There is no method to override the timer, and it cannot be placed in a "Manual" mode.

To have the option to make the lights stay on until you turn them off, a good match would be a Grainger item 11X312 with both an auto and manually adjusted Time Delay.
