Troubleshooting help

We've had two of these in place for years, and just recently they've both started leaving the radiators shut down (cold) no matter how cold the room gets (and no matter how warm we set the little thermostat). If I remove the actuator, the radiator comes back on. Any ideas what's gone wrong? Is it repairable? Is my problem with the actuator, or the valve itself?
