The freezing point should be assumed to be 32 degree F in both the mixed and pure concentrate solutions. There is not test data on file for the freezing point from the supplier.
Please note that eyewash stations must deliver tepid water. In 2009 ANSI provided that tepid water must be between 60 and 100 degree F. ANSI standard (Z358.1-2009)
