The 2VEW9 is not a good choice for the F96T8WM lamps. Please consider our part numbers 3CB72 or 1XWJ3.

Answer: 
Grainger stocks 3 lamp ballasts, you would need two per fixture. Please look at Grainger item numbers 1VN21, 5GVC1 and 4KGL1. Typically these types of fixtures are not installed on GFCI circuits; we are unable to answer that part of the question.
