Answer: 
Grainger has contacted the product supplier and has been advised by them of the following: Standard NIST certification will identify a specific instrument by model and serial number. It certifies that the instrument was tested using Fluke’s applicable procedures, but only shows general information like instrument details and specific testing dates. These instruments can be ordered with a NIST long form certificate that shows specific test details and other supporting information.

I had an Ideal meter that has a place for both test leads to be snapped in, and it also had a snap in place for one lead on side for ease in holding meter and other lead when testing
