Answer: 
According to the Biohazard Step-On Container manufacturer, a 20-30 gallon infectious waste bag (Grainger product number 3JFR7) can be used in this 14-gallon container.

The container manufacturer suggests placing the bag into the container, smoothing the bag to the sides and drapping the excess around the outside top edge. Then secure the bag by tying a knot on the outside of the container to take up any slack.

The bag will not interfere with the step-on operation of the can.
