have sawmill that burned in fire and belts are gone. one for drive wheel goes around 18 5/8 dia. pulley and a smaller one on engine. other is on idler pulley 18 5/8 inch pulley. do I measure at bottom of pulley or at top edge?

Answers

Answer: 
You will measure at the point where the outer skin of the belt touches the groove. So if you have scraps of belt and and can squeeze them tight around the pulleys, then you can take a kite string and run it over the tops of the belt pieces to form a loop. Cut them where they overlap. Then simply measure the length of the string for a belt length.
