Answer: 
The industry standard for motors is that the rotation direction is viewed by looking at the shaft end, holding the motor with the shaft pointing towards you. If a motor is manufactured differently the vendor will indicate that.

Answer: 
On this type of motor it would be CW as the shaft points at you as is the case in most of our motors. In unit bearing motors it is the opposite from the rear of the motor. CWLE means CW Lead End (wire exit) side of motor.
