Answer: 
Grainger has contacted the product supplier and has been advised by them of the following:

You should not need a pressure relief valve if the pump is turned off when the hose nozzles are closed. If the nozzles are left closed and the pump is left running, a relief valve will help minimize the potential for over pressurizing the pump, which would damage the unit.
