Adjustable AC Voltage Supplies
Operable on 60/50 Hz at ±10% rated line voltage. For universal, shaded pole, and PSC (permanent split capacitor) 1-phase AC motors. Suitable for use in fans, blowers, pumps, vibratory feeders, and heating and lighting applications.
Note: Check with motor manufacturer before using. Not for use with split-phase or capacitor-start motors.

No, split phase motors, along with capacitor start motors cannot be speed controlled due to the way they are engineered.

Yes, it will control a certain range in the top half of the RPM capability. It is impossible to predict where that is since no test data is available for that control and that specific motor.
