For this device, does the 50-450 degrees refer to the actual surface temperature of the mat? What is the NEMA rating of the mat itself? Is it designed such that it can withstand liquids spilled on the mat without damage to the unit?

Answer: 
Grainger has contacted the product supplier and has been advised by them of the following:
Yes, that temperature would be the surface temperature of the mat. The mat does not have a NEMA rating but is designed for outdoor use. The mat, cannot however, be submersed.
