Hello,
This is not a normal condidition, if the fan is running the heater is sencing water flow or the water sensor is faulty.. Get out the trouble shooting information in the owners manual and do a system reset. If that does not work contact Bosch at 800-503-5028..
I hope this answers your question, thanks for using Grainger Ask & Answer!

Answer:
There are a few things we will need to know in order to be able to assist you with this unit. Is this a new installation or an existing one? Has this issue started recently, or has it been happening since the unit was installed? Is it a single handle shower valve which mixes hot and cold water with a cartridge – this can be a sign of a faulty mixing cartridge. Does this happen with any other fixture in the home? If this is a new installation, you may need to check to see if the unit is getting the correct gas flow. If this unit has been in service for a while and this is a new issue, it may mean your unit needs a simple cleaning. There are several steps which will need to be done in order to trouble shoot this unit. Please contact us at 1-800-GRAINGER to discuss your system.
