The job/process does not require the employee to wear a respirator and the PAPR is available if the employee chooses to wear it. If the employee does not want to wear the PAPR and wants to wear a half mask respirator, I am assuming fit testing is still required with the half mask and the employee needs to be clean shaven?

Grainger has contacted the product supplier and has been advised by them of the following:

The NIOSH and 3M respirator guides both list N95 for the minimum filter required. Full face respirator or appropriate eye/face protection is required.

The grammar in that question makes it so I do not understand it.The word "as" is incorrect in that question. If it is supposed to be "that", the answer is no, unless we are packaging the finished product, then we do.

We are spray painting in a paint booth but we need to put in place an employee monitoring program to test for employee exposure levels to Cadmium, per OSHA 1920.1027. Paint we are using has a small trace amount but I am told we need to test for the presence if any is listed. I understand that there are air sample devices that we can buy to have employees wear and then test for the concentration of the cadmium. Do you have these devices or know where to get them??

Grainger does not offer a test badge for cadmium. I would suggest contacting a local industrial hygienist to assist you with what equipment you would need.
