Answer: 
Depending on which country you wish to install your lighting, specifics can be obtained from your local municipality. Not all countries mandate blackout conditions during war time, so laws regulating lighting can change without much notice.

We are making an assumption that you are referring to a compact fluorescent lamp in your description. Grainger does stock mogul based CFL's, but not until 100w.
