Looks like a flat spring made out of heavy cardboard. wrap it around stock, line up edges and voila! a line to cut a square end on pipe.
I am looking to mark PVC pipe from 6" to 18" in diameter.

Does anyone know the name of this tool and can I get it from Grainger. If not where can I get it?

You may be looking for what is called a wrap-a-round tape, like the Grainger item number 2UPX8.
