I am afraid someone can push the pin out with some kind of tool. what can I do, hasp is on metal and very hard to replace. can I put calk or glue on the hole of the pin that the part that got knocked out?

I am working on a project to use wood boards to keep my cats in my yard putting the boards on my fence up high, and I need a hinge or device that I can lock at various angles. Is there such a device?
