Answer: 
Turning inserts can be used dry in some instances, and generally for very small cuts or limited length of time. Since the coolant removes some of the heat generated during cutting, prolonged cutting without coolant can shorten the life of the insert and affect the properties of the metal. You may want to talk to the manufacturer of the insert and see if there are adjustments you can make to speed and feed that will work better in a dry cut application.
