There is a non-threaded section in the middle, so when you screw a nut down the bolt end you can use it to screw the wood screw end into whatever your building. That leaves the bolt end exposed and after unscrewing the nut, you can attach anything to it and secure it with the nut.

Good afternoon,
We're looking for a 1/4-turn latch similar to what is found on Jeeps to hold the removable canvas roof and window panels in place, or on pickup trucks to hold down a fabric bed cover.
These vehicle covers have oval-shaped grommets that fit down over an oval-shaped 1/4-turn metal "knob".
When the cover is in place, the oval knob is rotated 1/4 turn so that the ends of the knob prevent the grommet from being removed.
There's probably a brand name for these, but I can't think of it.
